The Iranian Intelligence Ministry’s Agents and Front Organizations Abroad

Due to extensive domestic and international crises, the Iranian regime has hit an impasse. The mullahs
have reacted by resorting to suppression and violations of fundamental human rights within the country, and continuing to confront and wage war against the international community. The world is faced with its biggest present challenge, which incorporates the prospects of a catastrophic war, due to the mullahs’ insistence on pressing ahead with their nuclear weapons program, their deadly and uninterrupted interference in the affairs of Iraq, Palestine, and Lebanon, as well as their relentless efforts to export terrorism and Islamic fundamentalism abroad.


The Iranian Resistance is working towards eradicating the threat of war and fundamentalism from Iran, the region, and the world. Its efforts are geared towards establishing a democracy and respect for human rights in Iran. The Iranian Resistance has played a crucial role in exposing the regime’s nuclear program, as well as its destructive meddling in Iraq and other parts of the world.

In order to pave the way for the realization of their goals, and to neutralize the political and diplomatic advances of the Iranian Resistance, the mullahs conduct misinformation campaigns and psychological wars to discredit and tarnish the image of the main component of the Iranian Resistance, the People’s Mojahedin Organization of Iran (PMOI).

In order to vilify the PMOI and the National Council of Resistance of Iran (NCRI – a broad coalition of democratic Iranian opposition groups and personalities, of which the PMOI is a member organization), the mullahs make use of their agents and associates to set up numerous front organizations and networks in European countries and the United States.

The mullahs wholly disregard the principles of human rights and democratic norms and regulations, and for this reason they have consistently topped the list of government violators of human rights in the world. Nonetheless, the mullahs cunningly exploit the democratic conditions of the U.S. and European countries, and especially take advantage of the policy of appeasement these governments have adopted towards them, to send their agents abroad in order to set up various networks and disseminate false accusations against the PMOI with respect to human rights that are only attributable to the regime itself. Through these efforts, the mullahs determinedly aim to discredit and tarnish the image of the strongest and largest organized resistance to their rule, i.e. the PMOI and the NCRI, in a bid to provide the political groundwork in Western countries for the suppression and imposition of further pressures against that democratic alternative. In the end, the religious fascism intends to prevent the formation of any serious prospect of change in the current circumstances, which could jeopardize its rule in Iran.

In addition to dedicating hundreds of millions of dollars annually to attain its goal, the mullahs’ regime has unofficially begun to utilize the resources of a number of other government ministries and state-run organizations, including agents, networks, and front associations in Europe and the U.S., who mask themselves as part of the “opposition” to the religious dictatorship in Iran. Throughout its rule, the Iranian regime has executed 120,000 PMOI members, sympathizers, and Iranian people, as well as torturing 500,000 more. Accordingly, it has been condemned over 53 times by various United Nations bodies. Neither such a dark record of human rights violations nor designations like “the biggest state sponsor of terror,” realistically permit the regime to openly disseminate its propaganda and allegations against the Iranian Resistance through its official channels. Therefore, the mullahs’ Ministry of Intelligence and Security (MOIS) sends its agents abroad in the guise of “opposition activists,” and sets up front organizations. The latter then create internet sites, publish and distribute numerous publications, books, and pamphlets, and organize various conferences and meetings in order to carry out the regime’s propaganda and political plots against the Iranian Resistance in Europe and the U.S. Agents and associations that deny their true political affiliations and links to the mullahs’ MOIS, present themselves as “former PMOI members and officials” who continue to oppose the mullahs.

These agents, associations, websites, and publications outside of Iran are linked to their relevant sources within Iran, and are supported and directed by them in every single respect (such as financial, technical, political, logistical, legal, communications, etc.). For example, the main political and propaganda directives against the Iranian Resistance at each stage and in all aspects are planned and communicated by the MOIS in Iran. The affiliated agents and front associations outside of Iran, impart, relay, or link those allegations and publications, or if necessary, even create various versions more appealing to a Western audience.

The Iran Payvand association, Iran-Interlink association, Ava society, Pen society, and their related websites, form part of the MOIS network abroad. Combined, these create a vast interconnected network. Organizations within Iran operate as the main sources of guidance for these groups.

The German and Dutch Intelligence Reports

Intelligence reports from various European countries clearly prove some of the regime’s plots to carry out a misinformation campaign against the Iranian Resistance. Annual reports from the German Federal Office for the Protection of the Constitution (BFV) reiterate that the MOIS’s main target abroad is the National Council of Resistance of Iran (NCRI) and the PMOI. The MOIS attempts to employ former members of these organizations for intelligence gathering and conducting of misinformation against the PMOI in order to weaken and discredit the organization.

The Dutch Security Services (AIVD) wrote in its 1998 report that, “… It is still being noted that Iranian intelligence services are active in the Netherlands. Iranian agents are determined to identify members of opposition groups in order to destabilize their organizations. The current and former members of the MEK [i.e. PMOI] are especially monitored by Iran’s intelligence services. Iran’s MOIS intimidates Iranians to coerce them into cooperation.”


Some of the mullahs’ intelligence agents who operate in European countries under the guise of refugees, but in fact carry out various MOIS-directed missions in those countries and participate in well-financed meetings and assemblies organized by the Iranian regime, are identified in this brochure.
